Real Estate Development

Madison Park has extensive experience in real estate development from new construction to complete rehabilitation/reuse. Our experienced development team manages projects during every aspect of the process from community buy-in and entitlements to design and construction.

Our development team is tedious in the selection of a highly qualified project team and coordinating and directing the activities of these architect and consultants.

Investment Management

Madison Park looks for both existing assets and development opportunities that allow for the creation of value through our core competencies; utilizing historic tax credits, repositioning underperforming assets, adaptive reuse and urban infill development, community creation, flexibility in deal structure and in-house property management and development, among others. Identification and execution are critical to successful deals.

In addition to working with the brokerage community, our competitive advantage is the ability to organically grow deals over time by building relationships with both the public and private stakeholders in each community we do business or consider doing business in.

Property Management

Since 1985, Madison Park has utilized its experience in property management and its prominent presence in the greater San Francisco East Bay Region to create dynamic and lasting communities. In the residential arena, the majority of the Madison Park portfolio, the vacancy rate has been kept under five percent, consistently, year after year.

We believe in working hands on with each Resident Manager to assure that everything is done to accommodate and provide for both prospective and existing tenants. Coupled with a professional in-house maintenance department, all of Madison Park's buildings are kept at maximum efficiency, allowing for competitive rents and minimal turn-over.

John Protopappas

President & CEO

Mr. Protopappas developed his first live/work project in 1985 and has developed and managed over sixty commercial and residential projects during the past twenty-eight years. During that time, Mr. Protopappas transformed many neglected properties by turning them into mixed-use live/work spaces. These projects, such as the historic Tribune Tower and the Bakery Lofts at the site of the former Remar Bakery in Emeryville, are representative of his innovative approach to revitalizing urban neighborhoods through mixed-use projects.

Mr. Protopappas is a graduate of the University of California at Berkeley with an A.B. in Economics. He served on the Port of Oakland’s Board of Commissioners from 2000 to 2007 and as its president from 2004-2005. Mr. Protopappas currently serves on the Board of Directors of Summit Bank, the Oakland Alameda County Coliseum Foundation, the Oakland Police Foundation and UCSF Benioff Children’s Hospital.

Simon Chen, CFA

Chief Operating Officer

Mr. Chen joined Madison Park in 2004 and has served as its Chief Operating Officer since 2019; overseeing Madison Park’s investment, development and management operations, in addition to directing its corporate finance functions. Mr. Chen previously served as Chief Financial Officer from 2008-2018.

Mr. Chen focuses on executing MPF's strategic planning and growth initiatives, as well as structuring and executing new investments and development opportunities. Before joining MPF in 2004, Mr. Chen was a banking analyst, specializing in real estate investments.

Mr. Chen holds a Bachelors of Business Administration from the University of Michigan's Ross School of Business where he concentrated in Finance and Corporate Strategy. Mr. Chen is a CFA charterholder and a member of the Urban Land Institute, SPUR and the CFA Institute. Mr. Chen is a licensed broker by the California Bureau of Real Estate.

Claire Han

Director of Development

As a Director of Development, Ms. Han is responsible for managing interdisciplinary design and engineering teams, securing entitlements, permits, environmental and other agency approvals, leading community outreach and overseeing construction of MPF’s development projects. Ms. Han has 6 years of real estate experience including financing, leasing, asset management and development. Prior to MPF, Claire was a Development Associate with an urban infill homebuilder, primarily focused on complex entitlements throughout the Bay Area.

Ms. Han received her BA in Political Science with a minor in Business Administration from the University of Southern California and a MS in Real Estate Development from New York University. She is a member of the Urban Land Institute, NAIOP, San Francisco Bay Area Planning and Urban Research Association and the International Council of Shopping Centers.

Bob Huff

Project Manager

As Project Manager Bob guides Madison Park’s multifamily and mixed-use development projects through the construction process, managing contractors and consultants as well as coordinating with city departments and governmental agencies.

Bob has been with Madison Park for over 25 years in a variety of different roles including property manager and Property services manager and has experience in virtually every aspect of construction and development. As a lifelong Oakland resident, Bob takes great pride in transforming underutilized properties and vacant lots into thriving new communities.

Dontea Gullatt

Director of Property Mangement

Dontea Gullatt is Madison Park's Director of Property Management, overseeing all commercial and residential projects, including the lease-up of new properties and the expansion into other urban markets along the West Coast. Dontea joined Madison Park in 2017 and brings over 14 years of experience in real estate and property management throughout the Bay and has worked in all aspects of the business before coming to Madison Park.

Dontea holds her Bachelors of Business Administration from California State University, Sacramento and earned her Real Estate license. In addition, Dontea is a California Certified Residential Manager and High-Rise Fire Safety Director.

Cassy London

Area Manager

Cassy is a fourth generation Portland Native and currently serves as Area Manager for Madison Park’s growing Oregon Portfolio. She has worked in Property Management for the past seven years, overseeing a highly diverse portfolio of residential and retail properties. She specializes in urban real estate, lease-up, acquisition and team development.

Cassy holds her Bachelor of Arts in Communications with a focus in Intercultural Communication.
